Roman Storm Accuses Google and OpenAI of Enabling North Korea

Roman Storm, founder of Tornado Cash, has accused Google and OpenAI of facilitating North Korea's nuclear efforts. Storm, convicted in August 2025 for operating an unlicensed money transmitting business, criticized the U.S. Department of Justice's case against him as flawed. He highlighted a recent investigation revealing that North Korean IT workers continue to use ChatGPT for coding and Google Gemini for forgery and image alteration. Storm argued that, by the same logic applied to his case, these companies should be held accountable for the misuse of their services. He stated, "That's exactly the theory behind USA v. Roman Storm: build a neutral tool, bad actors abuse it, and the developer gets prosecuted instead of the criminals." Storm emphasized that prosecuting developers instead of criminals is absurd, asserting that writing code is not a crime. He expressed concern that the Tornado Cash verdict sets a negative precedent, potentially holding software developers liable for illicit uses of their code. Storm called for consistency, suggesting that Google and OpenAI employees should be investigated for any knowledge of their tools being used by North Korea. He also mentioned the Digital Asset Market Clarity Act, which aims to protect developers from liability for illicit use of their protocols, but noted that its passage remains unlikely amid current political challenges.
