Russia Abolishes Border Zones with Occupied Territories of Ukraine

The Federal Security Service of the Russian Federation plans to abolish border zones in the Rostov and Voronezh regions, as well as between the occupied Crimea and part of the Kherson region. The Ukrainian Foreign Ministry views this as a step towards the administrative integration of the seized territories. In Russian proposals, the abolition of border zones is explained as the "inclusion" of the occupied territories into the Russian Federation. This does not mean a complete abandonment of border control, but rather a transfer of it to the external borders of the occupied territories. Thus, Russia aims to integrate the seized regions into its administrative system and eliminate internal barriers. The Ukrainian Foreign Ministry emphasizes that such decisions do not alter the internationally recognized borders of the country and the legal status of the occupied territories. The Autonomous Republic of Crimea, Sevastopol, as well as the occupied parts of Donetsk, Luhansk, Zaporizhzhia, and Kherson regions remain part of Ukraine. The planned decision by the FSB is seen as part of the policy of administratively incorporating the occupied territories into the Russian governance system.
