State Budget Shortfall of 33.1 Billion UAH for January-August 2026
In the general fund of the state budget of Ukraine, 1.7 trillion UAH was received from January to August 2026, which is 33.1 billion UAH less than planned. In August, there was a shortfall of 15.6 billion UAH. The expenditures of the general fund were supported by international aid of 20 billion dollars and the attraction of 317 billion UAH from the placement of government bonds. According to the main tax items: import VAT amounted to 433.8 billion UAH (shortfall of 23.8 billion UAH), profit tax - 265.7 billion UAH (overfulfillment by 29.2 billion UAH), personal income tax and military levy - 245.9 billion UAH (overfulfillment by 8 billion UAH), domestic VAT - 218.3 billion UAH (shortfall of 35.6 billion UAH). The total shortfall in the plan for key taxes amounted to almost 84 billion UAH. Major expenditures: defense - 1.8 trillion UAH (62% of all expenditures), debt repayment - 377.3 billion UAH, social protection - 306.8 billion UAH. The Verkhovna Rada did not support the bills for receiving a tranche of macro-financial assistance of 4.26 billion dollars, which may lead to a reduction in budget expenditures.
