The CLARITY Act Will Expire in 2027 If It Does Not Receive 60 Votes
The CLARITY Act will expire on January 3, 2027, at the end of the 119th Congress if it does not receive bipartisan support to reach the Senate's 60-vote threshold. If the new Congress wishes to advance the bill, it must be reintroduced and negotiated anew. The Digital Chamber anticipates that the Democratic-controlled House Financial Services Committee will prioritize stablecoin reserve requirements, expand consumer information disclosures, and strengthen anti-money laundering controls. The new Congress is expected to enhance protections against AI data privacy and national security risks, and promote formal risk management frameworks and transparency requirements for high-risk AI applications.
