US Congress Considers Overhaul of Cryptocurrency Taxation System

The U.S. Congress is discussing plans to reform the taxation system for virtual assets. This includes postponing the tax point for mining and staking rewards to the time of asset disposal and excluding capital gains and losses from certain stablecoin transactions from taxation. The Tax Foundation, a U.S. tax policy research organization, released an analysis of the digital asset tax reform bill published by the House Ways and Means Committee. Currently, the Internal Revenue Service (IRS) treats digital assets as property, which can lead to capital gains tax issues when the value increases upon purchase. The reform proposal includes excluding capital gains and losses from qualified stablecoin transactions, deferring taxation on mining and staking rewards, and easing requirements for digital asset donations. The "Mining and Staking Tax Clarification Act" provides an option to recognize income when selling or using digital assets. Additionally, a tax exemption for small transactions is also being discussed, with a proposal from Senator Cynthia Lummis suggesting a tax exemption threshold of $300 and limiting annual tax-exempt capital gains to a maximum of $5,000. The Tax Foundation emphasizes the need for reform in digital asset taxation, stating that the tax reform could simplify the tax system and reduce administrative burdens.
