The White House has established the "Gold Eagle" program, responsible for coordinating the discovery of software vulnerabilities in AI, promoting verification, repair, and patch distribution. This program may review which companies and institutions can access cutting-edge AI models in advance, requiring OpenAI and Anthropic to obtain government approval when selecting their first partners. The U.S. government has previously participated in the screening of initial partners for GPT-5.6 and may incorporate a unified mechanism in the future. The White House denies that the government has approval authority, stating that participation in testing by companies remains voluntary, and the decision on model release and access is determined by the companies themselves.
