Rosfinmonitoring to Gain Access to All Money Transfers of Russians Starting in 2026
Starting from September 1, 2026, the Federal Financial Monitoring Service of Russia (Rosfinmonitoring) will gain direct access to information about citizens' monetary transactions through the Fast Payment System (FPS), "Mir" cards, and a unified QR code. Information will be transmitted by the National Payment Card System (NPCS) through the inter-agency electronic interaction system. The volume and timing of data provision will be defined in a separate agreement with the Central Bank of the Russian Federation. The law allowing this was signed by Vladimir Putin in December 2025. Previously, Rosfinmonitoring sent individual requests to banks; now, direct connection will simplify transaction control. The NPCS is prohibited from reporting data transmission. Additionally, Rosfinmonitoring can block operations of bank clients suspected of legalizing illegal income. The Central Bank of the Russian Federation has defined signs of suspicious transactions that must be automatically blocked, including transfers at atypical times or for unusual amounts. In 2026, the Russian banking system faced a record outflow of cash, amounting to 2.4 trillion rubles.
