Stellar Updates Bell Upgrade Guide for November Votes

Stellar has updated its Bell upgrade guide with required software versions for wallets, exchanges, and infrastructure operators ahead of November's network votes. The October 23 update includes release references as teams prepare for changes to addresses and ledger data under Protocol 30. The revised guide provides a checklist for operators to ensure readiness before adopting the changes. The JavaScript SDK v17.3.0, released on October 21, supports new contract addresses and updated ledger definitions. This allows smart contracts to receive funds for multiple customers while tracking payments. Additionally, Protocol 30 alters the ledger header format, necessitating compatibility updates for services that read raw ledger data. Bell introduces ML-DSA signature verification for smart contracts, while standard transaction signatures remain Ed25519. The update also features millisecond ledger timestamps, facilitating faster ledger closing in future upgrades. Some tools are still pending, with testnet validators voting on November 3 and mainnet voting on November 23, both at 17:00 UTC. The upgrade will be implemented if validators approve the changes.
