UK Government Names Lead Banks for Digital Native Gilt Pilot

The UK government has announced the six joint lead managers for the pilot project "DIGIT," marking a significant milestone towards the issuance of the country's first digital native gilt (Digital Gilt Instrument).

Their expertise in digital markets & traditional sovereign debt markets will help take the project towards launch in Q1 2027. DIGIT will use DLT to issue & manage our 1st digitally native govt debt instrument. Selection of Six Joint Lead Managers and Competitive Bidding Process

This announcement was made by Lucy Rigby, Economic Secretary to the Treasury, during her keynote speech at UK Digital Assets Week.

Following a transparent and objective competitive bidding process conducted by the Treasury, the following six major financial institutions were selected:

Barclays
HSBC
Lloyds
Morgan Stanley
NatWest
RBC Capital Markets

The selected banks will not only undertake underwriting duties similar to traditional gilts but will also play a role in selling DIGIT to investors on the issuance date and leading engagement with market participants.

Structure of the DIGIT Project and Operation in a Sandbox

DIGIT is designed as a short-term gilt denominated in British pounds and will operate independently from the usual national debt management program. This structure ensures that any challenges arising during the pilot phase will not pose direct funding risks to the government.

The program will be hosted on a platform operating within the UK's digital securities sandbox. Distributed ledger technology (DLT) will be validated throughout the lifecycle of the issuance, testing the reduction of settlement times in the sovereign bond market and the effectiveness of reducing reconciliation and operational costs through the introduction of on-chain payments. Additionally, a listing on the main market of the London Stock Exchange Group (LSEG) is planned, and if the initial transactions are successful, pathways for additional issuances will be opened.

Infrastructure Connectivity and Surrounding Environment Development

For the smooth operation of DIGIT, connectivity with a broad financial infrastructure is essential, not just a single platform. HSBC was already selected as a technology provider in February, and the company will take on two important roles: as one of the joint lead managers and as a supplier responsible for technology implementation.

Furthermore, in July, HSBC and the London Stock Exchange Group signed a memorandum to build a bilateral digital securities depository (DSD) link. This will allow investors to access DIGIT from multiple infrastructures. In the realm of cash settlements, synchronization services (synchronization links) are being explored to connect tokenized deposits, regulated stablecoins, and central bank real-time gross settlement systems, rapidly advancing the overall market infrastructure.

Future Prospects and Market Impact

Experts, including Richard Baker, CEO of Tokenovate and a member of the industry task force, point out that how tokenization interacts with existing payment systems and custody without creating new digital silos will be a litmus test moving forward. Additionally, Andrew Bailey, Governor of the Bank of England, has indicated a commitment to accepting DIGIT as collateral in market operations, further enhancing the project's credibility.

Internationally, there are movements from task forces collaborating with US regulators to explore cross-border uses of tokenized assets. The UK government's appointment of joint lead managers signifies a transition of tokenization efforts from mere experimental phases to a robust market infrastructure backed by public foundations, with significant attention focused on the formal issuance date scheduled for early next year and developments in secondary regulations.
