Ukraine and EBRD Discuss Financing for 2026-2027

The government of Ukraine and the European Bank for Reconstruction and Development discussed financial needs for 2026-2027, including energy security, the modernization of the "Ukrzaliznytsia" infrastructure, and a mechanism for insuring military risks. Prime Minister Serhiy Koretsky reported on a meeting with EBRD President Odile Renaud-Basso. The main focus was on energy, improving the balancing electricity market, and accelerating the implementation of energy projects. Measures for updating the rolling stock of "Ukrzaliznytsia" and developing transport corridors were also discussed. The Ukrainian side proposed an initiative for insuring military risks with a budget of $1 billion for 2027 and is counting on EBRD support. Since the beginning of the war, the EBRD has directed more than €10.5 billion to support the Ukrainian economy. KP "Kyivteploenergo" plans to use EBRD financing to install cogeneration plants in Kyiv.
