Federal Reserve Passes Annual Stress Test Reform with a 6-1 Vote

The Federal Reserve Board approved revisions to the annual stress test on September 30 with a 6-1 vote. This reform is seen as a significant victory for large lending institutions on Wall Street. Federal Reserve Vice Chair for Supervision Michelle Bowman stated that stress tests are an important component of the regulatory capital framework, and the reforms will ensure that stress tests are more transparent, granular, and risk-sensitive, thereby maintaining their robustness. The two finalized rules are largely consistent with the rules proposed in 2025 and have been welcomed by the banking industry. The test was established after the 2008 financial crisis to assess the resilience of Wall Street lending institutions under hypothetical economic recession scenarios. Additionally, the Federal Reserve has sought feedback on a plan aimed at better reflecting the differences in banks' fee income business models.
