Moscow Exchange to Offer Cryptocurrency Trading Services Starting December 1

The Moscow Exchange plans to offer cryptocurrency trading services under a new regulatory framework starting December 1, with relevant testing to be conducted before the official launch. The Federal Law No. 282-FZ "On Digital Currency and Digital Rights," signed by Putin on August 4, 2026, came into effect on September 1. This law classifies cryptocurrencies as property and prohibits domestic payments. Transactions must be conducted through exchanges, brokers, cryptocurrency exchangers, or digital custodians licensed by the central bank. Non-qualified investors must pass a test first, with an annual purchase limit of 300,000 rubles through a single intermediary, and the trading options are limited to BTC, ETH, and USDT; qualified investors are not subject to any limits. The transitional period for licensing requirements lasts until July 1, 2027, and the Moscow Exchange has stated that related transactions can be settled in rubles or dollar equivalents under unified clearing.
