EU Adapts Budget and Rules for New Members
The European Union is beginning to adapt its budget and governance system for the future admission of new states. Candidate countries will gradually gain access to specific areas of EU policy until full membership, and after accession, the funding model will change. The European Commission has adopted a package of documents reviewing the EU in the context of enlargement. In Brussels, it is believed that the existing treaty framework allows for the admission of new members, but it is necessary to strengthen the Union's administrative and regulatory capabilities. Candidate countries will be able to integrate into specific EU policies upon meeting requirements. Access will depend on the progress of each country and the fulfillment of conditions. The European Commission proposes precautionary measures for future accession treaties to ensure compliance with commitments after membership is obtained. Brussels has assessed the financial implications of enlargement and believes that the EU budget can finance new members without abandoning existing priorities. By the time of accession, candidate countries will receive funding through the 'Global Europe' instrument, and after accession, support will shift to national and regional plans. This package will serve as the basis for discussions on enlargement at the European Council meeting in October.
